Fully Charged: the Dubai startup that became national EV charging infrastructure.
Fully Charged is an EV charging infrastructure company, founded in Dubai to make charging across the UAE effortless. It grew into one of the country’s leading providers, a DEWA-approved operation serving individual homeowners, major developers and enterprise fleets, and was acquired by International Holding Company (IHC).
The growth came from an operator’s playbook: put the operation in order first, then build the technology behind it. At the centre sits the Fully Charged app, designed and built in the UAE. Drivers use it to find chargers from Fully Charged and other networks, start a session by scanning a QR code or simply plugging in with AutoCharge, roam across providers, and pay as they go or on a membership. Private charging networks for homes, buildings and fleets run through the same app, with a charge-point management platform behind it. Installation and service were standardised, and public charging was built out alongside a nationwide install base, with clients and partners including Dubai Taxi and Emirates Flight Catering.

Hamza Riyad
Founder, EZ Business
Hamza Riyad leads EZ Business with one conviction: growth is not luck, it is a system. He founded the group in 2020 to close the gap between advice and execution, and has since led technology and operations programmes for more than 50 UAE SMEs across healthcare, retail, wholesale, contracting, manufacturing and logistics.
He has carried a company the whole way. As co-founder and CEO of Fully Charged, he took the venture from concept to acquisition by International Holding Company (IHC) in under three years: more than 8,000 chargers delivered, a public fast-charging network across Abu Dhabi and Dubai, its own charge-point management platform and consumer app, and an exit he led end to end.
He went on to head MENA Mobility at Al Naboodah Group, with P&L ownership of its sustainable mobility and automation business lines. Today he is fully focused on EZ Business, and brings that same discipline to every pillar of the group: senior people accountable for outcomes, with technology that keeps the work honest.
